HIPs implementation update

Representatives from the Law Society met the (then) Housing Minister Yvette Cooper last week to press for clarity on the implementation of HIPs.

The Minister confirmed that there would be no further delay and that 1 August is the go-live date for HIPs, affecting four bed properties and above. It is likely that HIPs will be required for three bed properties very soon after that date and we are seeking further clarification.

More details about the HIPs implementation have been released by the government. In summary:

  • The government will provide 5,000 subsidised Energy Performance Certificates (EPCs) until 1 August. Homeowners with EPCs can apply for grants of £100 to £300 to help with energy efficiency improvements.
  • Until 31 December 2007, homeowners can market their property upon commissioning a pack, rather than waiting for it to be received.
  • Initially, properties can be put up for sale with EPCs up to 12 months old. There will be a consultation on long-term arrangements for the validity of EPCs.
